How does the law define cell phone use while you operate a vehicle in NYS?

New York State's new law does not allow you to use any hand-held mobile telephone or device while you drive. If you use a hand-held mobile telephone while you drive, except to call 911 or to contact medical, fire or police personnel about an emergency, you may receive a traffic ticket. There are maximum fines and mandatory surcharges and fees related to any cell phone violation. Additionally, for all offenses committed after June 1, 2013, this violation carries a five point penalty against your driver's license.

The New York State law prohibits all Mamaroneck drivers from using portable electronic devices, such as cell phones and smart phones, to send text messages or emails while driving.
